Linguistic serendipity in Montreal

I was in Montreal for the long weekend, and we made a very concerted effort to speak French. Surprisingly enough, we were able to order food and buy stuff just fine! I really hope to improve my French.

Does anyone know if there are specific rules in Quebec related to immigration? Why I am asking is that I thought that the Charter of Rights and Freedoms specifies that you can reside in any province and territory you wish. For example, if you suggest that you wish to live in Alberta on your immigration papers, you can still ultimately settle in Quebec, right? [via Ramanan][1]
