a good step - it's about time.
and i dispute the usefulness of that quote - that the golf course uses more water than their industry. The golf courses paid for their water - you didn't missy. All you paid for was this license called a "permit to take water" and for two years, you can pump as much water as it allows you to for free. if you're willing to pay for the water per volume like the rest of us than I'll let you bottle the entire acquifer.
